Oregon household moving prices follow regulated tariffs. ODOT approves those tariffs, and OMSA, the Oregon Moving & Storage Association, publishes the one we follow. Think of it as the rate sheet and billing rules for the move. We’ll explain how it applies to your service.
You may see “Item 3500” on a Bend-area estimate. It is the section of OMSA Household Goods Tariff No. 200 for this local hourly schedule, not an extra fee or a moving package. The rates shown here took effect July 1, 2026 and apply with Item 3100’s billing rules. We’ll identify the schedule for your addresses.
The pickup and delivery addresses determine the applicable tariff item. Item 3500 describes the Bend, Redmond, Prineville and Madras areas and their air-mile application; the Madras city-limit exception and origin rules also matter. A Central Oregon town name alone does not establish the rate. We identify the applicable schedule in your estimate.
Long-distance moves require a custom estimate. Crew-only loading or unloading is quoted for its own scope. The tables explain rates for the services identified here; they are not an all-inclusive price for every move.
Bend-area local schedule (Item 3500), Column 1: Monday–Friday, 8 a.m.–5 p.m., excluding tariff holidays. One-hour minimum. Billable time runs from departure from the carrier’s terminal until return to that terminal, computed to the nearest quarter-hour, subject to the minimum.

Bend-area local schedule (Item 3500), Column 2: hours outside Monday–Friday, 8 a.m.–5 p.m., excluding tariff holidays. Five-hour minimum on Saturday and Sunday; one-hour minimum for non-holiday weekday overtime. Time is terminal to terminal, computed to the nearest quarter-hour. When a move spans rate periods, the time in each period uses its applicable rate.
| Crew & equipment | Hourly rate | Minimum / application |
|---|---|---|
| 1 mover/driver + 1 moving truck | $114.75/hour | Sat/Sun: 5 hours; weekday overtime: 1 hour |
| 2 movers + 1 moving truck | $195.40/hour | Sat/Sun: 5 hours; weekday overtime: 1 hour |
| 3 movers + 1 moving truck | $276.05/hour | Sat/Sun: 5 hours; weekday overtime: 1 hour |
| Each additional mover | $80.65/hour | Added to the applicable crew rate |
Bend-area local schedule (Item 3500), Column 3: the holidays defined in Item 110. Five-hour minimum, terminal-to-terminal time, computed to the nearest quarter-hour. See the holiday list below; this schedule does not simply follow bank holidays.
| Crew & equipment | Hourly rate | Minimum / application |
|---|---|---|
| 1 mover/driver + 1 moving truck | $135.85/hour | 5-hour minimum |
| 2 movers + 1 moving truck | $238.55/hour | 5-hour minimum |
| 3 movers + 1 moving truck | $341.25/hour | 5-hour minimum |
| Each additional mover | $102.70/hour | Added to the applicable crew rate |
Under the Bend-area local schedule, time begins when the vehicle leaves the carrier’s terminal and ends when it returns. Loading, driving between properties, unloading and the terminal travel are part of that clock. Time is computed to the nearest quarter-hour, subject to the applicable minimum. It is not a door-to-door-only clock or automatic rounding up of every partial quarter-hour.
The minimum is one hour at times other than Saturday, Sunday or a tariff holiday. On those days it is five hours. Weekday evening overtime uses the overtime hourly rate but retains the one-hour minimum when the day is not a tariff holiday.
If the move crosses a rate boundary, the work in each period uses that period’s rate. For example, non-holiday Friday work from 1 p.m. to 8 p.m. is four hours at the daytime rate and three at the overtime rate under Item 3100(D). A truck returning after 5 p.m. can therefore involve overtime time too.
For two movers and one truck under the Bend schedule, the weekday daytime one-hour minimum is $150.65. On a non-holiday Saturday or Sunday, the five-hour minimum at $195.40 per hour is $977.00. On a tariff holiday, five hours at $238.55 per hour is $1,192.75.
These examples show the minimum time charge for that crew and schedule. Materials, valuation protection and other applicable services can add to the total; a move taking longer than the minimum is charged for its billable time. We explain the crew, time periods and service details before you book.
Item 110 defines the tariff holidays as New Year’s Day, Martin Luther King Day, Presidents Day, Easter Sunday, Memorial Day, Independence Day, Labor Day, Veterans Day, Thanksgiving Day, Christmas Eve and Christmas Day.
Christmas Eve is included. The tariff list does not simply match every employer’s or bank’s calendar. Tell us your preferred date so we can identify the applicable rate period and minimum in your estimate.
For packing at a time other than the movement on a move covered by the Bend-area local schedule (Item 3500), Item 3100(F) uses the applicable additional-mover rate for each packer, with no van charge. Materials are separate. These are packing rates for that tariff service, not a general loading or unloading rate. Your estimate identifies the service, time and applicable minimum.
| Packing service | Per-packer rate | Application |
|---|---|---|
| Each packer · Weekday daytime | $58.60/hour | Monday–Friday, 8 a.m.–5 p.m.; non-holiday |
| Each packer · Overtime | $80.65/hour | Outside weekday daytime; non-holiday |
| Each packer · Tariff holiday | $102.70/hour | Item 110 holiday |
Examples from Item 3990, Section 3 page 36. New materials are charged separately for local tariff moves under Item 3100(G). The estimate identifies sizes and quantities. Wardrobe cartons are not charged unless you keep them. Mileage-rated shipments use the separate packing provisions in Section 2.
| Container | Material charge | Specification |
|---|---|---|
| Carton under 3 cubic feet | $3.95 each | Not less than 200 lb. test |
| 3-cubic-foot carton | $6.30 each | Not less than 200 lb. test |
| 4½-cubic-foot carton | $7.45 each | Not less than 200 lb. test |
| 6-cubic-foot carton | $9.45 each | Not less than 200 lb. test |
Packing at a time other than the movement on a local tariff move is charged per packer under Item 3100(F), with no van charge. Materials follow Item 3990. Wardrobe cartons are not charged unless you retain them. If you order delivery or pickup of packing materials at a time other than moving day, Item 3100(I) lists $40.85 for each pickup or delivery service.
A mileage-rated Oregon shipment has separate provisions for packing, unpacking, containers and accessorial services in Section 2. For those shipments, distance is based on the actual origin and destination using Google Maps and one-way mileage. We prepare a custom estimate using the applicable route, shipment and service details.
Show us stairs, elevators, long carries, additional stops and specialty pieces during the survey. These details affect the work and may involve applicable tariff services; the local hourly rate is not a promise that every additional service is free.
For regulated Oregon household-goods moves, valuation is a choice recorded on the bill of lading. Item 848 describes no-additional-cost Released Value Protection at 60 cents per pound per article and Replacement Cost Protection based on $6.00 per pound of shipment weight or the declared lump sum value, whichever is higher. The replacement-protection charge is $0.85 per $100, or fraction thereof, of that value.
For a 5,000-pound shipment with no higher declared value, the tariff’s $6-per-pound basis is $30,000 and the protection charge is $255. The same shipment declared at $40,000 has a $340 charge. Released Value Protection would pay at most $120 for a covered loss of a 200-pound dresser, based on its weight. Terms, limits and the circumstances of a claim matter; the options are not interchangeable.
We explain the options and obtain your written selection before a regulated move. If no written choice is obtained and the shipment is accepted, replacement protection applies at the shipper’s expense. You also receive the Oregon household-goods information bulletin and the moving paperwork for your service.
When comparing movers, share the same inventory, access and packing request with each team. Then look at the crew, equipment, time basis, minimum, materials, valuation and additional services together. Ask us to explain any part of our estimate you would like to understand better.
We offer free in-person estimates and phone-assisted virtual surveys using our software. For a regulated Oregon household-goods move, the written estimate follows an in-person or agreed live or prerecorded video inspection. Estimates are non-binding; final charges follow the applicable tariff and services performed. Added services require the appropriate estimate addendum.
A FEW CLEAR ANSWERS
ODOT regulates Oregon household moving rates, and OMSA publishes the tariff we follow. A tariff is the rate sheet and billing rules. Item 3500 is simply the section for Bend-area local hourly rates. It isn’t an extra fee. Your estimate explains the crew, time and services for your move.
The Bend-area local schedule lists $150.65 per hour during non-holiday Monday–Friday, 8 a.m.–5 p.m.; $195.40 during non-holiday overtime; and $238.55 on tariff holidays. The addresses, time periods and services determine the applicable charges.
Under the Bend-area local schedule, the minimum is one hour on a non-holiday weekday, including weekday overtime. Time is terminal to terminal and computed to the nearest quarter-hour, subject to that minimum.
The Bend-area local schedule has a five-hour minimum on Saturday, Sunday and the holidays defined in Item 110. Weekday overtime has a different minimum when the day is not a tariff holiday.
Long-distance moves receive a custom estimate. For an Oregon intrastate move, the applicable tariff determines the charging method and final charges. A move crossing a state line has its own applicable arrangements; this Oregon local table is not an interstate quote.
New packing materials for local tariff moves are charged under Item 3990, with no wardrobe-carton charge unless you keep the carton. Separate-time packing has a per-packer charge under Item 3100(F). Section 2 has separate packing provisions for mileage-rated moves.
Not necessarily. Movers following the same tariff schedule use its published rates, but the applicable tariff, crew, route, billable time and services can differ. Compare the full written estimate and billing terms, not just an hourly figure.
